Southeastern's Joubert receives economic certification

HAMMOND – William Joubert of Southeastern Louisiana University will be awarded the Economic Development Professional Certification by the Louisiana Industrial Development Executives Association.
Joubert, who heads the university’s Southeast Louisiana Business Development Center and its Small Business Development Center, is the first university-affiliated professional to receive the Certified ED Professional designation. The certification will be presented at LIDEA’s meeting on April 5 in Lafayette.
Other area individuals who will receive the certification include Bob Basford, executive director of the Tangipahoa Economic Development Foundation; Stacey Neal, community developer for the Hammond Area Industrial Development District; and Michael Tomlinson, business development manager for the St. Tammany Economic Development Foundation. All the agencies are affiliated with Louisiana’s I-12 Alliance, a regionally-based economic development initiative.
To receive ED Certification, individuals must complete the Louisiana Basic ED Course as well as five additional Louisiana economic development courses, complete a comprehensive case study, and pass oral and written examinations. Joubert’s case study focused on creating an effective, university-affiliated economic development center.
“This is the first class to graduate from LIDEA’s institute and it is gratifying to see that four of the seven graduates are affiliated with agencies based in the north shore region,” Joubert said. “It demonstrates the level of commitment that our leaders are making in the area of economic development.”
Joubert, who has been honored with a “State Star” award by the National Association of Small Business Development Centers, has worked in economic development for nearly 20 years. He is a graduate of Southeastern’s master of business administration program.
