She holds a PE license in Environmental Engineering and a Masters in Water Resources Planning/Management. In her current role as Director of Program Management and Business Services at the Sewerage and Water Board of New Orleans, she focuses on putting the right people into the right places to implement transformational projects that will move the utility forward to exceed our customer’s expectations.

Mr. Charles Hebert is the Director of Estimating for the Mechanical Division at Bernhard, accountable for managing the corporate shared service division which supports mechanical construction operations in project cost estimation and project procurement. In his role, he has responsibility for Bernhard’s corporate mechanical estimating, which exceeded 500 projects valued at over $6 billion in 2022. Charles began his career at Bernhard in 2012 in the corporate office in Metairie, LA, as amechanical takeoff estimator. Over the course of his career, Charles has experienced significant growth with Bernhard. He now has responsibility of the company’s corporate mechanical estimating team of over 20 members throughout the southeast region of the United States.During his 11 years with Bernhard, Charles has gained preconstruction experience withhealthcare, education, commercial, government, and industrial clients throughout the United States.
