Last night the Louisiana Legislature adjourned from the second special session this year without resolving the state’s fiscal challenges. As has been widely reported and discussed, a temporary one penny sales tax expires at the end of June, creating a significant reduction in state tax revenues.

Apparently, the Louisiana Legislature had been counting on the often-heard idiom, "Third time's the charm." In this year's third special session which ended Sunday, the Legislature finally agreed to a solution that allows the state to avert the July 1 fiscal cliff that was rapidly approaching.

Following a somewhat ignominious June 8 end to the Regular Legislative Session and the associated failure to adopt a State budget, the Louisiana Legislature accomplished the necessary task this past week in a brief special session that ended on June 16, 2017.

The Louisiana Constitution requires the State budget be brought into balance in a timely fashion once a deficit has been recognized. As has been reported in the media, last month the State Revenue Estimating Conference concluded that the 2016 fiscal year State budget, which ended June 30, 2016, was approximately $300 million short of the revenue necessary to cover expenditures.
