    Last night the Louisiana Legislature adjourned from the second special session this year without resolving the state’s fiscal challenges. As has been widely reported and discussed, a temporary one penny sales tax expires at the end of June, creating a significant reduction in state tax revenues.

    During its March 29 meeting, members of the University Planning Council reviewed a great deal of information related to an extensive "environmental scan" which included reports from campus and community focus groups and surveys. Council members engaged in productive discussions about multiple issues of potential strategic importance to the University.

    Following a somewhat ignominious June 8 end to the Regular Legislative Session and the associated failure to adopt a State budget, the Louisiana Legislature accomplished the necessary task this past week in a brief special session that ended on June 16, 2017.

    The Louisiana Constitution requires the State budget be brought into balance in a timely fashion once a deficit has been recognized. As has been reported in the media, last month the State Revenue Estimating Conference concluded that the 2016 fiscal year State budget, which ended June 30, 2016, was approximately $300 million short of the revenue necessary to cover expenditures.

    As described in my most recent campus budget updates as well as recent media reports, Southeastern suffered a frustrating and unexpected setback when the Louisiana Board of Regents modified its funding formula, resulting in a nearly $1.4 million reduction in our state funds for the new fiscal year.
