The American Federation of State, County and Municipal Employees (AFSCME) is an affiliate
of AFL-CIO. It is the sole bargaining agent for Classified Employees with the purpose
of establishing salaries, wages, hours, and other conditions of employment, insofar
as the constitutional and statutory provisions of the State will permit pertaining
