Accountability Measures
Completer effectiveness and impact are measured through Louisiana’s in-service teacher evaluation, formerly Compass now LEADS, and the Teacher Preparation Quality Rating System, namely the Teacher Quality domain. Multiple measures are used and reported through the Teacher Preparation Report and Performance Profiles.

*Data are reported on first- and second-year teachers over a 3-year period. The most recent 3-year period was 2019-2020, 2021-2022, and 2022-2023. The 2020-2021 academic year was excluded due to COVID-19 pandemic-related exemptions. *The full report is available from the Louisiana Board of Regents.
**Data collection occurs through the conclusion of an academic year (year 1), and the Performance Profiles are released late spring of the following academic year (year 2) then used in the following year’s CAEP Annual Report (year 3). Data collection year was 2023-2024. The Performance Profile was released in spring 2025 and is included in the 2026 CAEP Annual Report. Performance Profiles are public records provided by the Louisiana Department of Education.
Employer satisfaction is measured, primarily and formally, through an annual employer satisfaction survey. Stakeholder engagement occurs informally through all clinical practice work. Formally, it occurs through the Council for Teacher Education, the College of Education Advisory Board, and residency/internship governance meetings.
Candidate competency at program completion is determined by program assessments that reflect content and professional knowledge, namely those that serve as culminating assessments in programs like certification exams and clinical evaluations.

Completers’ abilities to be hired are reflected in persistence data and are supported by the satisfaction employers report about completer performance. Persistence data are reported annually in the Louisiana Board of Regents’ Teacher Preparation Report.
